#2213: Marine Links Serco JABS for City Police to Val The Ripper Hull-House Parking, Robert Hanssen, JonBenét

Plum City - ( Christmas Day: United States Marine Field McConnell has linked Serco's alleged development of a Joint Automated Booking System (JABS) for a digital snuff-film archive in the custody of the City of London Police to Valerie The Ripper Jarrett's surveillance and tracking of pedophiles from a parking area near Hull House in Chicago and her work over the last 25 years with the convicted FBI spy and former Chicago Police forensic accountant Robert Hanssen who allegedly staged the Christmas Day 1996 torture killing of JonBenét Ramsey.

McConnell notes that the City of London Police has, or had, jurisdiction over five members of the Middle Temple who were signatories to the Declaration of Independence; over the crime scene investigation into the "Ripper" murder of Catherine Eddowes in Mitre Square on September 29, 1888; over investigations into the $80+ trillion Libor and money-laundering frauds committed by Serco's "Fast and Furious" banker HSBC and over investigations into offender-tagging frauds by Serco after the launch of the Joint Automated Booking System (JABS) with (or by) Robert Hanssen in 1994.

McConnell notes that the City Police Commissioner Colonel Sir James Fraser, KCB, was on two months leave until the day after the Eddowes murder which gave him and his plain-clothes constables and Jane Addams – the alleged pedophile founder of Hull House and an erstwhile resident of Toynbee Hall at the center of the Whitechapel murders – ample opportunities to ensure the "Ripper" crimes were never solved even up to the closure of Hull House in February 2012.

McConnell invites rebuttal of his deduction – explore at – that Serco ordered Jarrett to shut down Hull House after Abel Danger's fictionalized story of "Jane the Ripper's Time Lapse Cipher (A Victorian Post Office Key to the Pedophile Telegraph Trap)" threatened to expose a City Police snuff-film archive including images of the JonBenét Ramsey torture murder allegedly used by Jarrett and Hanssen to extort Serco clients and shareholders.

Pattern of the Times: On 29 October 1883, Jane Addams wrote to her brother close to the time of her sightseeing "adventure" at Toynbee Hall ('Ripperland – June 1888') in the East End of London.

'At one time we found ourselves in a Dickens neighborhood past Mrs Bardell's house, the old debtor's prison, & Louis all alone'. Addams's letters were intercepted by Edmund Hodgson Yates who was born July 3, 1831 in Edinburgh and died May 20, 1894 in London. Yates began working at age 16 in the London general post office and rose to become the head of a group of blackmailers and pimps in the missing-letters department before retiring in 1872.

'On the nth March, when Dickens gave his final reading, and "vanished from those garish lights for ever," I [Yates] was with Mr. Scudamore at Edinburgh, whence, from the "instrument-room" of the General Post Office, I sent Dickens an affectionate message, which was given to him just before he stepped on to the platform, and to which he returned an affectionate reply' .. 'Fortune decreed .. that I [Yates] should have been appointed .. head of the Missing Letter Branch of the Secretary's office …constantly engaged in following up the mysterious ramifications of romances of real life, with all the looked-for adjuncts of traps, detectives, private examinations, etc.' …' In addition to a large staff of [telegraph] clerks, I had the assistance of four " travelling officers," who were constantly employed in confidential investigations in the country, and four first-class detectives of the A division from Scotland Yard.'

Abel Danger's researchers will prove that Yates's Post Office telegraph clerks, traveling officers and detectives, issued time lapse keys to Jane the Ripper Addams to conceal the Whitechapel murders of 1888."

"The "From Hell" letter[1] (or the "Lusk letter"[2]) is a letter posted in 1888 by a person who claimed to be the serial killer known as Jack the Ripper. Postmarked on 15 October 1888, the letter was received by George Lusk, then head of the Whitechapel Vigilance Committee, the following day.

Though hundreds of letters claiming to be from the killer were posted at the time of the Ripper murders, many researchers argue that the "From Hell" letter is one of a handful of possibly authentic writings received from the murderer.[3] Its author did not sign it with the pseudonym "Jack the Ripper", distinguishing it from the earlier Dear Boss letter, the Saucy Jacky postcard, and their imitators. The "From Hell" letter is also written at a much lower literacy level than the other two, though scholars debate whether this is deliberate, as the author observed the silent k in 'knif' and h in 'whil'.[4] 

The reason this letter stands out more than any other is that it was delivered with a small box containing half of what doctors later determined was a human kidney, preserved in ethanol. One of murder victim Catherine Eddowes' kidneys had been removed by the killer. Medical opinion at the time was that the organ could have been acquired by medical students and sent with the letter as part of a hoax.[4] Lusk himself believed that this was the case and did not report the letter until he was urged to do so by friends.[5]

A forensic handwriting analyst working for the History Channel documentary series MysteryQuest argued that the letter was genuine, based on the characteristics of the handwriting, particularly the "invasive loop" letter "y"s. Based on linguistic clues (including the use of the particular spelling of the word "prasarved" (preserved), the examiner felt that the letter showed strong evidence that the writer was Irish or of Irish extraction, linking the letter to Ripper suspect Francis Tumblety.[6] Phillip Sugden suggested the writer of the letter was a Cockney.[7]"

"Valerie Jarrett “There Will Be Hell to Pay" for Obama’s Critics

Senior White House Advisor, Valerie Jarrett, has taken these words to a significantly more dramatic level when she stated that “there will be hell to pay” for Obama’s critics in the second term.

Iranian-born Communist sympathizer Valerie Jarrett and Barack Obama's Senior White House Adviser is strongly rumored, from multiple sources, that just prior to the recent general election, to have issued a clear threat against the rank and file members of the American public who do not support Pres. Obama. Allegedly Jarrett said "After we win this election, it is payback time. For those who supported us, there will be rewards, for the ones who opposed us, they will get what they deserve. There will be hell to pay. Congress won't be a problem for us this time. With no election to worry about, we have two judges ready to go."

Although allegations against Jarrett for having said the statements are sourced in multiple outlets, I can find no audio recording of the statements by Jarrett. Nor, can I locate an actual official transcript for these alleged threats against Americans who would dare not to support the President. However, in the theater of "actions speak louder than words," it is highly likely that Jarrett did indeed utter these threats, given her extreme Communist leanings and her very un-American past.

Valerie Jarrett comes from a family which intermarried with the Bill Ayers family. Yes, that would be the Weathermen Underground terrorist leader, Bill Ayers. That would be the same Bill Ayers who told FBI informant, Larry Grathwohl, "that when we take over the United States, and that we will forcibly detain 50 million Americans in re-education camps in which they will probably have to murder 25 million American citizens who cannot be re-educated." Grathwohl repeated the Ayers statement on the August 18th edition of The Common Sense Show. This is the same Valerie Jarrett family which was also involved with Frank Davis the former head of the Communist Party in the United States. This is the same Frank Davis who Joel Gilbert exposed as Obama's real father. Additionally, the Jarrett family is also affiliated with other so-called "Red Diaper Babies" in which this young group of intellectual elites called for a communist takeover of the United States in the late 1960's and early 1970’s. For those that know their history, you will remember that the same people engage in terrorist acts involving the detonation of explosive devices in which people died, including a San Francisco police officer. Bill Ayers wife, Bernardine Dorne served a prison term for her participation with this group. And we also know, that Bill Ayers and Bernadine Dorne, close friends of Jarrett to this day, funded President Obama's Harvard education. These facts have led many to believe that Valerie Jarrett is making the major decisions in the White House.

I prefer the judge a rabid dog by its bite potential and not the volume of its barking. The bite potential of the Obama administration, in a nothing-to-lose second term, is the most frightening thing I have ever considered. Below is just a partial list of whether, or not, we should take Jarrett’s words seriously.

The NDAA (PDF File), ushered in by Obama allows the government to "disappear" and murder American citizens without due process of law. Under the President, FEMA camps have become operational. This alone, gives the President the power to carry out Jarrett's threat of "hell to pay.." for Obama non-supporters. The National Defense Resource Preparedness Executive Order permits Obama to declare martial law, seize all critical assets in the country including food, and this can be done just on Obama’s say so.

Under Obama’s watch, we have 50 million Americans on food stamps, and the economic numbers are the worst that they have been since the Great Depression and they are getting worse.

With the passage of Obamacare we have socialized almost 20% of the economy and have instituted death panels with promise to euthanize the elderly and other infirm people in the same manner as they are doing in Great Britain.

Prior to the election, I stated that some of us (Obama's detractors) would not be around in four years if he was elected. I have never wanted to be more wrong in my life as there is no doubt that America has been not only been hijacked by an immoral group of international bankers who are plundering our country's assets and resources, but we are being ruled by the bankers' puppets who are proving to be ruthless Communist dictators who will not hesitate to "purge" their political opponents in the same manner as Stalin and Hitler. Oh yeah, I almost forgot, mix a little Zionism in with the ruling elite banking cartel, and now all of you have a pretty good idea of what we are up against."

Sir Henry Smith was the Acting Commissioner of the London Police during the investigation of the Catharine Eddowes murder, as Commissioner Fraser was on leave at the time. Smith was among the most popular officials in the eyes of the press, but not everyone was won over by the Commissioner's charms. A penciled notation was made in Scotland Yard's copy of From Constable to Commissioner by the Secretary to the Metropolitan Police (1925-1927), George H. Edwards:

"A good raconteur and a good fellow, but not strictly veracious: most of the book consists of after dinner stories outside his personal experience. In dealing with matters within his own knowledge he is often far from accurate as my own knowledge of the facts assures me. (The Jack the Ripper A-Z, p. 140)" From Constable to Commissioner was published in 1910, and devotes an entire chapter to the Ripper crimes.”

OF THE RIPPER AND HIS DEEDS-AND OF THE CRIMINAL INVESTIGATOR, SIR ROBERT ANDERSON THE excitement caused by the "ripper" murders it would be difficult to exaggerate, and the suggestions made by amateur detectives, and the abuse of the police in connection therewith, would have driven a sensitive man into the Earls wood Asylum.

There is no man living who knows as much of those murders as I do; and before going farther I must admit that, though within five minutes of the perpetrator one night, and with a very fair description of him besides, he completely beat me and every police officer in London; and I have no more idea now where he lived than I had twenty years ago.

None of the murders, I ought to explain, were committed within the City, bar one, that in Mitre Square. All the others were just outside the City boundary, in Whitechapel and Spitalfields. The coincidences in connection with the tragedies no one would credit. After the second crime I sent word to Sir Charles Warren that I had discovered a man very likely to be the man wanted. He certainly had all the qualifications requisite. He had been a medical student ; he had been in a lunatic asylum ; he spent all his time with women of loose character, whom he bilked by giving them polished farthings instead of sovereigns, two of these farthings having been found in the pocket of the murdered woman. Sir Charles failed to find him. I thought he was likely to be in Rupert Street, Haymarket. I sent up two men, and there he was ; but, polished farthings and all, he proved an alibi without the shadow of doubt. 

In August, 1888, when I was desperately keen to lay my hands on the murderer, I made such arrangements as I thought would insure success. I put nearly a third of the force into plain clothes, with instructions to do everything which, under ordinary circumstances, a constable should not do. It was subversive of discipline ; but I had them well supervised by senior officers. The weather was lovely, and I have little doubt they thoroughly enjoyed themselves, sitting on door-steps, smoking their pipes, hanging about public-houses, and gossiping with all and sundry. In addition to this, I visited every butcher's shop in the city, and every nook and corner which might, by any possibility, be the murderer's place of concealment. Did he live close to the scene of action ? or did he, after committing a murder, make his way with lightning speed to some retreat in the suburbs ? Did he carry something with him to wipe the blood from his hands, or did he find means of washing them ? were questions I asked myself nearly every hour of the day. It seemed impossible he could be living in the very midst of us ; and, seeing the Metropolitan Police had orders to stop every man walking or driving late at night or in the early morning, till he gave a satisfactory account of himself, more impossible still that he could gain Leytonstone, Highgate, Finchley, Fulham, or any suburban district without being arrested. The murderer very soon showed his contempt for my elaborate arrangements. The excitement had toned down a little, and I was beginning to think he had either gone abroad or retired from business, when " Two more women murdered in the East!" raised the excitement again to concert pitch.

The night of Saturday, September 29, found me tossing about in my bed at Cloak Lane Station, close to the river and adjoining Southwark Bridge. There was a railway goods depot in front, and a furrier's premises behind my rooms; the lane was causewayed, heavy vans were going constantly in and out, and the sickening smell from the furrier's skins was always present. You could not open the windows, and to sleep was an impossibility. Suddenly the bell at my head rang violently.

What is it?" I asked, putting my ear to the tube.

"Another murder, sir, this time in the City." Jumping up, I was dressed and in the street in a couple of minutes. A hansom-to me a detestable vehicle-was at the door, and into it I jumped, as time was of the utmost consequence. This invention of the devil claims to be safe. It is neither safe nor pleasant. In winter you are frozen ; in summer you are broiled. When the glass is let down your hat is generally smashed, your fingers caught between the doors, or half your front teeth loosened. Licensed to carry two, it did not take me long to discover that a 15-stone Superintendent inside with me, and three detectives hanging on behind, added neither to its comfort nor to its safety."

"The City of London Police is the territorial police force responsible for law enforcement within the City of London, including the Middle and Inner Temples. The force responsible for law enforcement within the remainder of Greater London, outside of the City, is the Metropolitan Police Service, a separate organisation. The City of London, which is now primarily a financial business district with a small resident population but a large commuting workforce, is the historic core of London, and has an administrative history distinct from that of the rest of the metropolis, of which its separate police force is one manifestation.

The City of London area has a resident population of around 7,400.[2] There is a daily influx of approximately 300,000 commuters into the City with an additional 300,000 cars passing through the "Square Mile" each day, along with thousands of tourists.[4]

The police authority is the Common Council of the City, and unlike other territorial forces in England and Wales there is not an elected commissioner replacing that police authority by way of the Police Reform and Social Responsibility Act 2011.[5]

With 1,310 employees, including 750 full-time police officers, 70 special constables and 39 police community support officers,[1] and three police stations (at Wood Street (also the headquarters), Snow Hill, and Bishopsgate), the City of London Police is the smallest territorial police force in England and Wales, both in terms of geographic area and head-count.[6] The Commissioner since December 2010 is Adrian Leppard, QPM, who was formerly Deputy Chief Constable of Kent Police.

History of policing in the City [edit]

Policing in the City of London has existed since Roman times. Wood Street police station, also headquarters of the City Police, is built on part of the site of a Roman fortress, which may have housed some of the first police in the City.[7]

Prior to 1839, the responsibility for policing in the City was divided between day and night, primarily under the two Sheriffs. It was these officers responsible for ensuring the Night Watch was maintained. Policing during the day eventually came under the City Patrol, which evolved into the City Day Police, which was modelled on the Metropolitan Police. In 1838, the Day Police and Night Watch were merged into a single organisation. The passing of the City of London Police Act 1839 gave statutory approval to the force as an independent police body, heading off attempts made to merge it with the Metropolitan Police.[8]

During 1842, the City Police moved its headquarters from Corporation's Guildhall to 26 Old Jewry, where it remained until it was relocated to Wood Street in 2002.[7]

"Later Centuries

The breadth of the subject matter of the older books in the Inn's library attests to its members' interests. When Robert Ashley bequeathed his personal book collection to the Inn in 1641, it came to possess a wide-ranging library covering, not only law, but travel and geography, divinity, history and philosophy. Many of these remain in the Library's collection of rare books while the social, economic, political, legal, educational and architectural history of the Middle Temple can be followed in the Inn's rich Archives. The monarch's regulations on such matters as legal education, dress and behaviour are there, including some chiding about the richness of the Inn's Lenten diet.

The disputes and disaffection that led to the Civil War were reflected within the Inn, whose members were ranged on both sides. The life of the Inn came to a stop during the hostilities, and though at the Restoration an attempt was made to return to the old practices, Readings came to an end. Indeed in the 18th century little formal training was offered to those who still came as students to the Inns, although the completion of some legal exercises and the fulfilment of dining requirements were necessary for Call to the Bar.

Keeping terms in one of the four English Inns was a pre-requisite to Call at King's Inns, Dublin, until late in the 19th century. This resulted in a great number of Irish students entering the Middle Temple. In the late 17th and 18th centuries many students came from the American colonies and from the West Indian islands. The Inn's records would lead one to suppose that for a time there was hardly a young gentleman in Charleston who had not studied here. Five of the signatories to the Declaration of Independence were Middle Templars, and notwithstanding its content and consequences, Americans continued to come here until the War of 1812. In some years in the mid-18th century there were jointly more Irish and American admissions to the Middle Temple than there were admissions from England. There had long been admissions from India, usually the sons of British merchants or East India Company officials, but from the 1860s the first Indian names appear in the admissions registers, rapidly increasing to form a significant proportion of the Inn's membership. The close connection with many of the countries of the Commonwealth remains to this day.

Outsourcing firm Serco has finally received some good news after a disastrous year.

After being asked last year to conduct an investigation into whether Serco staff had been misleadingly recording prisoners as ready for court when they were not, the Crown Prosecution Service has accepted the view of the City of London Police and put Serco in the clear.

No charges will be brought against Serco or their staff. It was also found that the information gathered for the City of London Police was sound enough to conclude that there was "no evidence of any corporate-wide conspiracy or an intention to falsify figures to meet the DRACT contract requirement by senior Serco management or at the board level of the company".

The City of London Police will not be continuing their investigation. The controversy began after the police were asked to investigate allegations of fraud at the FTSE 250 company over a £285m prison contract with the ministry of Justice last year.

The Public Accounts Committee recently called for the brake up of big private-sector contracts for government services after documenting the failures of companies such as Serco and G4S.

Last month, Serco chairman Alastair Lyons announced his intention to step down. His last year at the company was characterised by slew of profit warnings and "operational mis-steps".”

"Peel Hunt slashes Serco target, reiterates 'sell' due to expensive valuation

However, the broker said that the company's amendment of its financial covenants and a successful conclusion to the prisoner escort and custody services (PECS) investigation are “welcome pieces of news".

On Thursday, the company reached an agreement with its banks to change its financial convenience, which includes the deferral of the next covenant testing date to May 2015.

"This will ensure that Serco has a solid financial platform from which to implement the refinancing and proposed rights issue planned for the first quarter," said Peel Hunt Christopher Bamberry.

On Friday, the company announced that police and prosecutors would not be bringing charges against the company in relation to a probe into its PECS contract to move prisoners from custody to courts. While the developments remove two serious headwinds for Serco, Bamberry reiterated his negative stance to clients, saying that the shares are too expensive.

He said that the stock’s valuation - trading at 22 times estimated earnings for 2016 - "fails to adequately reflect either the likely dilution from the proposed rights issue or the length of time that it will take for Serco to deliver a sensible risk-adjusted margin".

The broker lowered its target for the shares from 265p to just 135p as it attempts to value the stock on an ex-rights basis. Serco was down 4% at 159.1p by 10:47."

The sixth interface is internal and provides data to OCDETF via e-mail with file attachments. The seventh interface is internal and provides data to DEA via e-mail with file attachments on a monthly basis. The eighth interface is external and provides data to ACTIC via FTP to a JCON-hosted FTP server with file attachments on a weekly basis. The ninth interface is external and interfaces with the query tool to the Chicago Police Department’s Investigative Resources System [and Jarrett in the West Wing office in the White House]."
