Briefing from United States Marine Field McConnell
Plum City Online - (AbelDanger.net)
August 3, 2015
1. Field McConnell is alerting Donald Trump to Abel Danger's allegation that the Trump Hotels & Casinos network has been supporting online assassination betting on the time of deaths of targets as registered by images back-hauled over the Navy/Marine Corps onion router (Tor) in the de facto custody of Joseph Dunford, Chairman of the Joint Chiefs of Staff.
2. In 1998, Serco allegedly mentored its protégé Base One Technologies' use of the Tor clock to help 8(a) companies synchronize Trump Hotels’ apparent spoliation of evidence of online assassination betting on the predicted time of detonation of the U.S. East African Embassy bombs and the associated body count.
3. In 2012, Obama elevated the Small Business Administration (SBA) to cabinet in a move which allegedly allowed Trump Hotels' Tor users to bet on the time and date of the crash of MH370 in 2014 while Serco fraudulently procured an 8(a) flaperon from the Marine Corps' Arc of Instability for a bogus investigation at a military laboratory in Toulouse.
Field McConnell invites readers to refer to his Open Letter to General Joseph Dunford - Treason Against the United States - 18 U.S. Code § 2382 - Misprision of Treason - Government Drug Running - USMC Col. James Sabow's Assassination - US Military Members Are Being Threatened:

"MH370 investigators to meet in France ahead of debris analysis
French and Malaysian aviation experts convene in Paris as Boeing 777 flaperon is examined in laboratory to determine if it came from missing plane Agence France-Presse

Last modified on Monday 3 August 201508.49 BST
Five days after the discovery of a Boeing 777 wing fragment on the Indian Ocean island of Réunion, French and Malaysian aviation experts will meet police and magistrates in Paris to co-ordinate their work in the investigation into the disappearance of Flight MH370.
It comes after a fevered hunt for more possible wreckage on the island on Sunday turned up no further clues, with authorities confirming that metallic debris found by locals did not come from an aircraft.
A Malaysian delegation headed by the director general of civil aviation, Azharuddin Abdul Rahman, and representatives from Malaysia Airlines and judicial officials will meet on Monday in a chamber of the three French magistrates assigned to the case.
Investigators from the research section of France’s Air Transport Gendarmerie and representatives of the Bureau of Investigation and Analysis (BEA) will also be present to take stock of findings and coordinate on the broader investigation.
The wing fragment – a flaperon – is being examined in a military laboratory in Toulouse in south-west France that specialises in plane crash investigations, with results expected from Wednesday afternoon.
The conclusion should determine if it is a piece of the Boeing 777 Malaysia Airlines Flight 370, which disappeared on 8 March 2014 with 239 people on board – and possibly provide clues to one of aviation’s greatest mysteries.
Malaysian officials have confirmed it is part of a Boeing 777, making it virtually certain to be part of MH370, which is the only Boeing 777 to be lost at sea. The US aircraft manufacturer Boeing will also dispatch a technical team to take part in the investigations in Toulouse.
The flaperon will be analysed using physical and chemical methods including a scanning electron microscope that can magnify up to 100,000 times to understand how it was damaged, said Pierre Bascary, former director of the tests at France's defence ministry.
But beyond the flight identification, analyses are unlikely to shed much light on the reasons for the disaster, experts say. "We should not expect miracles from this analysis," said former BEA director Jean-Paul Troadec.
Meanwhile, locals on Réunion have been combing beaches since the wing part was found last Wednesday, handing over pieces to police. "There is a sort of treasure hunt mentality that is taking hold and people are calling us for everything,” said a local source close to the investigation. On Sunday, several pieces of debris sparked excitement, one of which was believed by locals to be from a plane door. "If it comes from a plane it would be a pity if I didn't take it [to police]", said Luc Igounet, 62, who found the fragment. It turned out to be from a domestic ladder.
On Sunday, police on the island also collected a mangled piece of metal inscribed with two Chinese characters and attached to what appears to be a leather-covered handle. Chinese internet users suggested it might be a kettle.
Jean-Yves Sambimanan, spokesman for the town of Saint-André, where the wing debris was found, said: "People are more vigilant. They are going to think any metallic object they find on the beach is from flight MH370, but there are objects all along the coast, the ocean continually throws them up."
He said islanders were surprised that after cursory helicopter flights the day after the wing part was found, no official search of the coastline was under way.
The flight’s disappearance, which saw it vanish off radars as a key transponder appeared to have been shut off, has baffled aviation experts and grieving families and given rise to myriad conspiracy theories. Speculation about the cause of its disappearance has focused primarily on a possible mechanical or structural failure, a hijacking or terror plot, or rogue pilot action.
The Malaysian transport minister, Liow Tiong Lai, said civil aviation authorities were reaching out to their counterparts in other Indian Ocean territories to be on the lookout for further debris that could provide “more clues to the missing aircraft".
He also confirmed the wing part had been officially identified as from a Boeing 777.
Scientists say it is plausible that ocean currents carried a piece of the wreckage as far as Réunion. However, Roland Triadec, a local oceanographer, said Réunion represented only "a pinhead” in the Indian Ocean and the likelihood of other debris washing up there was low.
Authorities have warned that even if the debris is confirmed to come from MH370, the mystery of what happened to the plane and where exactly it went down are likely to persist unless the black box is found.
Australian search authorities leading the hunt for the aircraft 2,500 miles (4,000km) from Réunion are confident the main debris field is in the current search area. For the families of the victims, the discovery of the part has been yet another painful twist on an emotional rollercoaster. "It has been hurting for so long," said Nur Laila Ngah, the wife of the flight’s chief steward, Wan Swaid Wan Ismail. "We need the closure and all the evidence possible so that we can go ahead with our lives."
"Trump Plaza was a hotel and casino located on the Boardwalk in Atlantic City, New Jersey. Designed by architect Martin Stern, Jr., it was opened in 1984 and was owned by Trump Entertainment Resorts. It was closed permanently on September 16, 2014.
"Each year billions of dollars of illegal gambling takes place in New Jersey. Illegal gambling operations range from employees who make money on office sports betting pools to online poker websites to multi-million dollar enterprises run by organized criminals. Despite the availability of legal gambling in New Jersey, studies have shown that illegal gambling persists because it offers options that are not available legally (e.g., casino gambling outside of Atlantic City), and because some gamblers prefer using a bookmaker who they personally know. State law does not punish players, but a person operating an illegal gambling enterprise, or possessing equipment or records used for illegal gambling can face up to 5 years imprisonment depending on the quantity and size of the bets. However, illegal gambling arrests are rare in New Jersey, and there is presumption of non-incarceration for first-time offenders."

"Only Boeing can confirm if flaperon is from MH370, aviation experts say
BY SK THANUSHA Friday July 31, 2015 06:53 AM GMT+8 KUALA LUMPUR, July 31 — An aviation expert yesterday said only Boeing has the key to unravel the mystery of the aircraft part that drifted ashore Reunion Island. Professor Captain Mohd Harridon Mohamed Suffian, head of research and innovation at Universiti Kuala Lumpur, said the aircraft manufacturing company stamps identification numbers on every part.
"It's a quick process to match the number on the debris with their list," said Harridon.
"It would take a couple of days at most, not that difficult. But be warned that some of the numbers might have been erased due to salt water corrosion," he said.
The manufacturers would also check the type of material and coating to see if it matches, but that too might have been marred by seawater, he said.
Harridon also said the possibility of the flaperon belonging to MH370 was quite high as it was found within the seventh arc of the search area.
"It is part of the speculated area. It’s just that they haven't searched that far yet.
"But looking at the area the piece was found, it might just be what we were all waiting for, a clue to finding MH370," he said.
Former Malaysia Airlines (MAS) chief pilot Datuk Captain Nik Ahmad Huzlan Nik Hussain said Boeing and MAS would only need about a day or two to identify the item.
"Each part has a unique number. Boeing knows the numbers and MAS aircraft maintenance engineers know their planes intimately.
"Both will work hand in hand to ascertain if it is from MH370. They just need about 24 to 48 hours," said Nik Ahmad.
He, however, pointed out an Airbus A310 crashed some 1,500km away from the island, and the flaperon might be from that plane.
"That plane has similar wings to the Boeing 777," he said.
Nik Ahmad said if the find is confirmed, this would be the first physical proof that it has crashed.
"Now it is merely missing. Confirmation would cross out most of the theories that rumour mongers have been spreading and we can get on with the real job of finding MH370," he said. He added the flaperon could have drifted from the crash site.
"Yes, it is far, but you have to understand that it has been more than 500 days. The debris could have easily travelled about 8,000km to 10,000km.
"The sea current runs in counter clockwise direction and other debris might have been washed up to the shores of Sri Lanka, Maldives, Madagascar or even the west coast of Indonesia,” he said.
Nik Ahmad said marine biologists could lend a hand in investigations.
“They could check on the marine life encrusted on the debris and ascertain how long that it has been in the water."
He said the wings of aircraft are made of composite, not metal, and does not rust.
"When I saw the picture, the flaperon was white instead of the usual grey. The seawater might have caused the colour to fade.
"But I'm certain that it is part of a wing of a large plane," he said."

"U.S. says missing Malaysian jet could be 'act of PIRACY': Evidence shows plane changed direction and climbed to 45,000 feet 'under command of a pilot' after tracking devices were manually disabled
Plane may have been deliberately flown across Malay peninsula
Military radar-tracking evidence reportedly suggests it was heading towards the Andaman Islands
US inquiries are increasingly focusing on theory someone who knew how to fly a plane deliberately diverted the flight, according to reports
Investigation sources also say plane may have climbed to more than 45,000ft immediately after losing contact - higher than the plane is allowed
Rival theory: Cargo of batteries could have caught fire, downing the plane Search efforts are now being stepped up in the Andaman Sea and Indian Ocean

"Obama Elevates SBA to Cabinet-Level Agency
Small Business Editor
Friday, 13 Jan 2012 | 2:53 PM ETCNBC.com CNBC.com
Barack Obama President Barack Obama today announced that the head of the U.S. Small Business Administration, Karen Mills, will be the newest cabinet member.
He made the announcement that the SBA would become a cabinet-level agency in front of small-business owners at the White House. The head of the SBA was a cabinet-level position under the Clinton Administration.
The announcement was part of a larger proposal that would combine the SBA with five other government agencies that focus on business and trade.
Those organizations include the Commerce Department's core business and trade functions; the Office of the U.S. Trade Representative; the Export-Import Bank; the Overseas Private Investment Corporation; and the Trade and Development Agency.
These agencies combined would, according to Obama, create a more efficient climate for business development and entrepreneurship. In addition, according to AP, the merger would save the federal government $3 billion over 10 years by eliminating duplicate costs and human resources.
Barry Sloane, CEO of the Small Business Authority, applauded the move. "I think it's constructive for two reasons," he told CNBC.com. "By doing this, Obama is making a statement that small business is important. And, he's making good on his promise of reducing overlapping agencies, which will reduce government spending."
The proposal to merge the agencies must be approved by Congress. If the merger is approved, the SBA would no longer be in the cabinet.
Sloane the SBA has been an engine for recovery from the recession. "Under the Obama Recovery Act, he increased loan size from the SBA from $2 million to $5 million, and increased the amount of government guarantee on those loans, which has been helpful to business owners. This proposal is another acknowledgment of the importance of small business."
House Small Business Committee Chairman Sam Graves (R-MO) said in a statement today that "I look forward to examining the [proposed merger] further, and I hope the President will work very closely with Congress before finalizing any changes."
While he was non-committal on whether he would vote to approve the changes, he said: "Decreasing the size of government and reducing bureaucracy is something that I support in principle, however, it is important that any effort to make significant changes to federal commerce and trade programs be done carefully, and in a way that protects America's small businesses."
"Serco's Office of Partner Relations (OPR) helps facilitate our aggressive small business utilization and growth strategies. The following ethnic groups are classified as eligible: Black Americans; Hispanic Americans; Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians); Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China (including Hong Kong), Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Fiji, Tonga, Kiribati, Tuvalu, or Nauru); Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal). In 2011, the SBA, along with the FBI and the IRS, uncovered a massive scheme to defraud this program. Civilian employees of the U.S. Army Corps of Engineers, working in concert with an employee of Alaska Native Corporation Eyak Technology LLC allegedly submitted fraudulent bills to the program, totaling over 20 million dollars, and kept the money for their own use. It also alleged that the group planned to steer a further 780 million dollars towards their favored contractor."
"On October 6, 2000, the NMCI contract was awarded to Electronic Data Systems (EDS), now HP Enterprise Services (HP). Secretary of the Navy Gordon England summed up the Navy's IT Environment prior to the commencement of NMCI: "We basically had 28 separate commands budgeting, developing, licensing, and operating IT autonomously. It was inefficient and from the larger Department perspective, produced results that were far from optimal."
NMCI consolidated roughly 6,000 networks—some of which could not e-mail, let alone collaborate with each other—into a single integrated and secure IT environment. HP updated more than 100,000 desktop and laptop PCs in 2007. The program also consolidated an ad hoc network of more than 8,000 applications to 500 in four years and 15,003 logistics and readiness systems to 2,759 over a two-year period.
Sub-contractors to HP include:
Apple Inc., Cisco, Dell, McAfee, Microsoft, Oracle Corporation, Sun Microsystems, and Symantec
Harris Corporation (which acquired Multimax formerly known as Netco Government Services and WAM!NET), which provided enterprise network infrastructure design and support until its contract expired in 2014.
Verizon, which provides wide area network (WAN) connectivity.
HP also provides the security services once provided by Raytheon.
"HP also has worked with more than 400 small businesses, with 5 percent for small disadvantaged businesses, 5 percent for women-owned small businesses and 1.5 percent for HUBZone small businesses. Since its inception, NMCI has exceeded the minimum 40% small business objective set for the contract.
The Department of the Navy has shown no desire to scale back or cancel the program. On 24 March 2006 the Navy exercised its three-year, $3 billion option to extend the contract through September 2010. In April 2006, users began to log on with Common Access Cards (CACs), a smartcard-based logon system called the Cryptographic Log On (CLO). In October 2008, NMCI’s prime contractor HP posted a set of procedures so Apple Mac users can access NMCI's public-facing Web services, such as the e-mail and calendar functions, using their CAC readers with their Macs. The workaround also works with other Defense Department CAC-enabled networks. Alternatively, NMCI and all other CAC-authenicated DoD websites may be accessed using LPS-Public."

The Ministry of Justice is still paying security firms G4S and Serco millions of pounds every month for supplying electronic tagging equipment, more than a year after both companies were barred from running the contract.
Both companies faced criminal investigations by the Serious Fraud Office over allegations of overcharging that led to them repaying nearly £180m.
The continuing monthly payments to the two companies were uncovered by an analysis of Ministry of Justice (MoJ) data by the Centre for Crime and Justice Studies which shows that G4S was paid a total of £8.7m between March 2014 – when it lost the tagging contract – and February 2015. Serco was paid £4.5m over the same period.
The electronic monitoring tags are used to enforce curfews on more than 100,000 offenders each year. The outsourcing giant Capita took over the contract on an interim basis in April last year.
In July 2014, Capita and three other companies were named as the winners of a £265m six-year contract to supply the next generation of satellite tracking tags, which would allow dangerous and repeat offenders to be monitored around the clock."
