One of the men who carried out the devastating bomb attacks in Brussels once worked as a cleaner at the European Parliament, officials say. He had month-long summer jobs there in 2009 and 2010, the EU Parliament said, without revealing his identity. Sources, however, say he is Najim Laachraoui, one of the airport bombers.

The Belgian prime minister has defended his country's approach to fighting terror threats, insisting Belgium is not a "failed state".

Charles Michel said everyone in authority had to take a share of the blame for failings before and after 22 March.

The attacks by so-called Islamic State on a Brussels airport and metro station killed 32 people.

Laachraoui, already a major suspect on the run after the Paris attacks in November, was named as one of the two bombers who targeted Zaventem airport.

The EU Parliament said the cleaning firm had provided proof that the person hired had no criminal record at the time.

The BBC's James Reynolds in Brussels says the capital's metro and its airport are gradually reopening.

Mr Michel said 30 measures were being put place in Belgium, including a ban on pre-paid mobile phone cards.

"Our key message today is we return to normal life in Brussels and in Belgium," the Associated Press quoted him as telling reporters.

"When there is an attack like that of course that's a failure and nobody can deny this," Prime Minister Michel said. "[But] I cannot accept the idea that we're a failed state."

Belgium has been accused of taking an un-co-ordinated approach to terror threats because it has multiple institutions representing the country's complex linguistic and political makeup.

The Brussels region alone has six police zones.

According to Belgium's De Tijd newspaper, Mr Michel said it was "short-sighted to say a unified police force could have prevented the attacks".

He said there had been some successes like the recent arrest of the surviving suspect of the Paris attacks last November, Salah Abdeslam, adding it had taken 10 years to track down al-Qaeda leader Osama bin Laden after the 9/11 attacks in the US.

The prime minister told our correspondent that giving more capacity to Belgian's security services would be "crucial for the next months to succeed".

"This means more equipment but also more capacities for our intelligence services," he said.

He added that his country's geographical position meant that Belgium was a particular attraction for potential attackers.

"Belgium is a small country in the heart of Europe, it means that it is very easy to go to London, Paris etc," he said.

"It is an easy place to organise attacks in other countries of Europe. It means we have to work better with our partners, and we have to upgrade our capacities for security."

The search for the 22 March attackers is not yet over as pictures taken at Zaventem airport show three men entering the terminal building with explosives.

Laachraoui and Ibrahim el-Bakraoui detonated their bombs and the third is thought to have escaped."

While Barack Obama is keen to attack Mitt Romney for "outsourcing," he ignores that his first job, at Business International Corporation (BIC), actually advised American firms on how best to outsource. Not only did Obama work for BIC, he actively seems to have chosen it. In fact, he worked for one of "the first research firms designed to provide information services for multinational firms," wrote David Remnick in his sympathetic biography, The Bridge (p. 118).

“Obama was a researcher and writer for a reference service called Financing Foreign Operations," Janny Scott for the New York Times reported in 2007. “He also wrote a newsletter, Business International Money Report." The reports were written for senior management in large corporations and had titles like "Investing, Licensing, and Trading Conditions Abroad," Beth Noymer Levine, a colleague, told NPR in July 9, 2008. It was, in other words, a report for corporations on how to invest and expand abroad–which is exactly what outsourcing is. Remnick elaborates:

He also edited a reference guide on overseas markets…He wrote about currency swaps and leverage leases. The services will be delivered in Brussels with all staff executing the service holding security clearance up to 'Secret UE' level to access the classified zones. The duration of the contract is 4 years and it is valued at 9,000,000 EUR.

The European External Action Service is the European Union's diplomatic corps. It supports the EU foreign affairs chief (High Representative for Foreign Affairs and Security Policy, Catherine Ashton) in conducting the common foreign and security policy. It has Delegations around the world working on behalf of the people of Europe and representing the EU as a whole. The EEAS manages the EU's response to crises, has intelligence capabilities and cooperates with the European Commission in areas which it shares competence with.

The EEAS operates classified information systems (CIS) in order to securely exchange and process classified information. Serco are responsible for ensuring these CIS will be maintained, supported and monitored on a daily basis to ensure reliable and performing services.

The service's that Serco will be responsible for include, setting up a Service Centre to manage the services in a global approach, beyond pure support. This Service Centre will resolve all tickets and service requests related to CIS:

"Serco announces office carbon reduction initiative 
 International outsourcing business Serco has announced it is to introduce new software aimed at helping its offices cut back on carbon emissions.

Under the new initiative, the company's offices in 35 countries will make use of the newly-launched Acco2unt software from Greenstone Carbon Management.

This new technology will be used to help office managers measure, store and report levels of carbon emissions, thereby making it easier to carry out green audits and assess where cuts can be made.

In addition, it is intended that the data compiled through the use of the software will also enable Serco to draw up [carbon-capping death-pool onion-router] benchmarks for its operations across the globe.

Announcing the development, Tim Davis, head of assurance reporting at Serco, said: "The complex nature of Serco's business operations demanded an easy to use enterprise carbon accounting tool that would help us aggregate, measure and manage carbon emissions – quickly, accurately and cost-effectively."

This comes as the Federation of Small Businesses has joined forces with the Prince's Mayday Network to help UK companies cut their carbon emissions."

Under a five-year plan for overhauling its information technology systems, the Small Business Administration recently acquired new software for financial and other administrative tasks.

By the time SBA celebrates its 50th anniversary in 2003, agency officials want all their programs up and running around the clock, chief financial officer Joseph Loddo said.

In the first phase of the modernization, the agency has upgraded systems for managing its extensive portfolio of guaranteed loans, chief operating officer Kristine Marcy said.

SBA processed its first electronic loan last November through its Sacramento, Calif., office and plans to add more private lenders during fiscal 2001.

The agency's staffing level has dropped 22 percent over the past eight years, which is another reason to improve IT, Marcy said. Over the past decade, SBA's portfolio of loans to small and disadvantaged businesses has more than doubled to $50 billion.

'We're a small agency with a huge portfolio,' Marcy said. SBA supplies more than half of the U.S. venture capital available each year.

Seventy percent to 80 percent of the loans are booked through a preferred lender program [structured by Serco], which involves nearly 7,000 banks, Marcy said. SBA guarantees the loans, just as the government backs student and housing loans.

'The financial and IT businesses were changing so rapidly, we had to make some changes to stay current with the private sector,' Marcy said. Banks had been asking SBA to make faster decisions on loan guarantees. The agency decided to aim for a turnaround time of one hour.

In the second phase of modernization, SBA is revamping its financial, human resources, procurement and travel systems with Web-enabled Oracle Corp. applications.

The financial system will use Oracle's U.S. Federal Financials 3.3, which meets the requirements of the Joint Financial Management Improvement Program.

SBA announced the $1.5 million Oracle contract late last year and plans to bring the software online by Oct. 1, Loddo said.

'We need to make sure we are appropriately sensitive to small businesses' and have small-business partners, not just Oracle, Marcy said.

The second-phase integrator, SRA International Inc. of Arlington, Va., has subcontracted with a number of small firms for things such as training and data conversion.

Also, a core team of senior SBA employees has been transferred away from day-to-day tasks to help with the modernization, Loddo said.

In the final phase of the modernization, SBA will upgrade the computers in its 8(a) Business Development Program, which assists small businesses in competing for government contracts, Marcy said. The agency wants to be able to improve its tracking of clients' successes and failures."

Definition of Socially and Economically Disadvantaged Individuals

Socially disadvantaged individuals are those who have been subjected to racial or ethnic prejudice or cultural bias because of their identities as members of groups without regard to their individual qualities. For purposes of program entry, an individual whose personal net worth (excluding the equity in their personal residence and business) exceeds $250,000 will not be considered economically disadvantaged.

  4. Loud bangs heard in parts of Yorkshire were sonic booms from Typhoon jets scrambled to identify "an unresponsive civilian aircraft", the RAF has said.

    The aircraft were launched from RAF Coningsby, in Lincolnshire, on Monday and helped guide an Air France plane to a safe landing in Newcastle.

    People reported their houses shaking at about 21:50 BST after hearing what sounded like two loud explosions.

    These were later confirmed to have been sonic booms.

    An RAF spokesman said: "Quick reaction alert Typhoon aircraft were launched today from RAF Coningsby to identify an unresponsive civilian aircraft.

    "Communications were re-established and the aircraft has been safely landed."
    Radio problem

    Reports suggested the jets had escorted the plane after it went off course.

    Air France confirmed that the unresponsive civilian aircraft was one of its planes.

    The airline tweeted from its official UK Twitter account: "Air France confirms that due to a radio communication problem AF 1558 had to be accompanied by two British fighter aircrafts according to the procedure.
