1. Abel Danger (AD) believes that Serco's 8(a) companies relayed Zulu timing signals via a French military base to synchronize propaganda and security stripping with a SAM-16 missile attack on Rwanda president Juvénal Habyarimana's plane on 6 April 1994.
2. AD claims that by 1994, Serco had extended the 8(a) Zulu network to help its AXA and HSBC shareholders entrap pedophile leaders of the French American Foundation (FAF) and extort their support for trafficking in drugs, weapons and children in Rwanda.
3. AD claims that by 1994, operatives of Serco's – formerly RCA GB 1929 – Custodial Services, together with the former Rose Law patent lawyer and FAF young leader (1984) Hillary Clinton, had developed a patent pool of flicker-vertigo devices to convince mentored owners of 8(a) companies that they could kill goats (Tutsi cockroaches?) just by staring at them on live broadcast news.
4. United States Marine Field McConnell, who has provided more mascot goats to Annapolis than any other American, has briefed Donald Trump on how to test Hillary Clinton's resistance to remotely-induced flicker vertigo by putting her through the same battery of tests which checked McConnell's suitability to become a fighter pilot in February, 1972, when he was a Student Naval Aviator at NAS Pensacola, Florida before he became the airline captain who solved the 'flying events of 9/11' that killed his Annapolis Classmate Captain Francis 'Chic' Burlingame aboard American 77, before he was called to Malaysia to explain the electronic capture of MH370 at BITOD intersection at the confluence of Vietnamese, Malaysian and Singapore Airspace and before he predicted accurately the date of the destruction of MH17.

"EARLY WARNING SIGNALS Illicit Arms The country is flooded with weapons. Two beers will get you one grenade. - A Western Diplomat in Kigali .. The French newspaper, Le Figaro, has alleged that the serial numbers of the two surface-to-air missiles which struck the plane match those of missiles seized from Iraq by French troops during the Gulf War of 1991. The reporter, Patrick de Saint-Exupery, cited testimony from two anonymous officers of the French military, who claimed that the SAM-16 missiles, after being confiscated from Iraqi stockpiles, were sold to Rwandan government forces between November 1993 and February 1994 as part of a covert French policy labeled "le secret defense." These missiles, smuggled into Rwanda from abroad, were just a small part of a massive weapons influx that violated the Ceasefire Agreement and created tremendous insecurity. Bernard Debre, the French Minister of Development at the time of the crash, repudiated the substance of the Le Figaro story and, in turn, accused the American State Department of supplying the missiles. Debre claimed that the two missiles were seized by American, not French, forces in the Gulf, and soon after sold to the neighboring country of Uganda. Yet he produced no concrete proof that would shift responsibility for the missiles away from the French government. And further evidence shows that the missile affair fits a broader pattern of acts of French favoritism to the Rwandan government."
"[Kanombe] This is the area where Rwandan soldiers suddenly refused UNAMIR to enter during the day on 6 April. report prepared for the committee by Mike Warden and Alan McClue of the Department of Applied Science, Security and Resilience, Cranfield University, Defence Academy of the UK [operated by Serco!]. The online documentation of the committee's work includes the formal contract that the committee signed with the two researchers, so that every part of it is transparent. In turn, the two presented a 109-page paper, often extremely technical, which concludes that the missiles must have been fired from the Kanombe area. Beyond dispute, this area was wholly controlled by Rwandan government forces. So the missiles were not fired from the area where those who blame the RPF say they came from, and they were fired from the area where only government soldiers (and French soldiers) could go. ….. 6.
France's cynical hand is felt throughout the committee's report, as indeed it must be in any recounting of the genocide. French soldiers were allowed in to the Kanombe military base on 6 April, while Belgian UNAMIR soldiers were not. French soldiers were at the plane wreck within moments, going through the debris and looking for the black box, which they removed. French officials scrupulously followed the original extremist Hutu line of blaming the Belgians, along with the RPF, for the missile attack. When the accusation against the Belgians had lost any credibility, President Mitterrand's senior Africa advisor, his chief of staff and the French ambassador to Rwanda all accused the RPF of responsibility. During the French parliamentary inquiry into the France's role in the genocide, French officials were anxious to implicate the Ugandan government in the plane attack. Never did they suggest that their close allies among the Hutu extremists, many of whom have long been hiding in France, may have had the slightest involvement."
"Rwandan Genocide, April 1994 In what is recognized as Christopher's greatest foreign policy mistake, the US and UN failed to react quickly enough to the unrest in Kigali which eventually exploded into the Rwandan Genocide. Over the course of approximately 100 days, from the assassination of Juvénal Habyarimana on 6 April up until mid July, between 500,000 and 1,000,000 Tutsis were killed by Hutu militia."
"Digital display device US 4788539 A ABSTRACT A digital device for visually displaying the value of a generally continuously varying function, such as car speed. The device displays subranges of a full scale, putting them individually in a viewing area. The displayed subranges in the viewing area will be replaced as required to permit representation of the input function over the full scale. The device allows selection of a new subrange with the property that the input function value initially will be at an interior position in the new subrange, thereby preventing repeated rapid switching between subranges. The subrange display can be defined using scale markers in just a few fixed positions in the viewing area. … The flickering can be a distracting visual flashing. For example, five of seven segments are changing in a transition between a "1" and a "2" digit, and several digits may be changing simultaneously. This can be dangerous, as in the case of driving an automobile. An appropriate rate of flashing may even induce "flicker vertigo" in some people, and this can produce a trance-like state."
"The Men Who Stare at Goats (2004) is a book by Jon Ronson concerning the U.S. Army's exploration of New Age concepts and the potential military applications of the paranormal. .. The book's first five chapters examine the efforts of a handful of U.S. Army officers in the late 1970s and early '80s to exploit paranormal phenomena, New Age philosophy, and elements of the human potential movement to enhance U.S. military intelligence and operations. These include the First Earth Battalion Operations Manual (1979) and a "psychic spy unit" established by Army intelligence at Fort Meade, Maryland, in the late '70s. (This was the Stargate Project, which the book never mentions by name.) Ronson is put on the historical trail of the "men who stare at goats"—Special Forces soldiers who supposedly experimented with psychic powers against de-bleated goats at Fort Bragg, North Carolina, at the now-decommissioned "Goat Lab" medical training facility. He examines, and dispenses with, several candidates for the legendary "master sergeant" who was reported to have killed a goat simply by staring at it back in the day. In the middle third of the book (Chapters 6-11), the author leaps to the present day—i.e., 2004, just after the Abu Ghraib abuse revelations—and attempts to make connections between the earlier (now terminated, and mostly discredited) military programs and the abuses resulting from the post-9/11 War on Terror (Abu Ghraib, Guantanamo Bay, psyops in Iraq, etc.). This includes the use of the children's song "Barney & Friends" on Iraqi prisoners-of-war. A purported linking element is the alleged use of music and subliminal messaging at the 1993 Waco siege and other FBI operations. Another is the private business "franchises" and consultancies that retired members of the "psychic unit" later pursued as civilians. A connection is also proposed between these "privatized" psychics and the mass-suicide of members of the Heaven's Gate cult in 1997. The final section of the book (Chapters 13-16) leaps backward to the 1950s and attempts to connect the Army psychic program, and later interrogation techniques, with the CIA's MK-ULTRA "mind control" research program and the notorious death of Army researcher Frank Olson in 1953. Ronson spends time with Olson's son Eric as he attempts to uncover the mystery of his father's death. The narrative ends with the suggestion that the "psychic warriors" are now back in business working for the U.S. military again, possibly in support of assassinations."

"The French Connection is a 1971 American dramatic action thriller film directed by William Friedkin and produced by Philip D'Antoni. …. The plot centers on drug smuggling in the 1960s and early '70s, when most of the heroin illegally imported into the East Coast came to the United States through France (see French Connection). In addition to the two main protagonists, several of the fictional characters depicted in the film also have real-life counterparts. The Alain Charnier character is based upon Jean Jehan who was arrested later in Paris for drug trafficking, though he was not extradited since France does not extradite its citizens. Sal Boca is based on Pasquale "Patsy" Fuca, and his brother Anthony. Angie Boca is based on Patsy's wife Barbara, who later wrote a book with Robin Moore detailing her life with Patsy. The Fucas and their uncle were part of a heroin dealing crew that worked with some of the New York City crime families. Henri Devereaux, who takes the fall for importing the Lincoln to New York City, is based on Jacques Angelvin, a television actor arrested and sentenced to three to six years in a federal penitentiary for his role, serving about four before returning to France and turning to real estate. The Joel Weinstock character is, according to the director's commentary, a composite of several similar drug dealers."

"Probe revisits assassination that triggered Rwandan genocide
GEOFFREY YORK AND JUDI REVER JOHANNESBURG and MONTREAL — The Globe and Mail Published Tuesday, Oct. 11, 2016 6:00AM EDT A confidential 12-page statement by a former close aide of Rwandan President Paul Kagame has sparked the reopening of a formal investigation into one of the greatest mysteries of the 20th century: the assassination that triggered the Rwandan genocide.
The document, obtained by The Globe and Mail, accuses Mr. Kagame of direct involvement in the 1994 missile attack that killed former president Juvénal Habyarimana, leading to the genocide in which an estimated 800,000 people died.
The sworn statement has been submitted to French investigating magistrates, who have decided to reopen their probe. The decision has provoked fury from Mr. Kagame, who told military and judicial officials on Monday that he is ready for a "showdown" with France, including a freeze in diplomatic relations, if the investigation continues.

More than two decades after the assassination, nobody has settled the question of who fired two surface-to-air missiles into the Dassault Falcon 50 private jet that carried Mr. Habyarimana and Burundi president Cyprien Ntaryamira, along with seven other officials and a three-man French crew, as their jet approached Kigali’s airport on the night of April 6, 1994, after peace negotiations in Tanzania.
Immediately after the assassination, Hutu extremists began slaughtering Hutu moderates and Tutsis in the violence that became known as the Rwandan genocide. Various inquiries have reached different conclusions on whether the assassination was carried out by Hutu extremists or the Tutsi rebel army, led by Mr. Kagame.
Canadian general Romeo Dallaire was the commander of a small United Nations peacekeeping force in Rwanda at the time of the genocide. The United Nations force, which also included about a dozen Canadian troops, was credited with saving thousands of lives during the genocide by securing a few places of shelter. Gen. Dallaire asked the UN to send reinforcements after the mass killings began, but his request was turned down, and the peacekeepers were unable to prevent the genocide.
The latest French investigation – precipitated by a case filed by the families of the French flight crew – has been reopened because of a deposition from Mr. Kagame's former army chief, General Faustin Kayumba Nyamwasa. As the head of military intelligence for Mr. Kagame's rebel army in 1994, Mr. Nyamwasa says he spoke to Mr. Kagame just two hours after the assassination. In his long-awaited statement to the French investigators, he gives a detailed account of hearing Mr. Kagame and two other aides describing how they orchestrated the shooting down of the presidential plane.
Mr. Nyamwasa says he was summoned to the rebel headquarters at 10 p.m. on April 6, 1994, and when he arrived he saw Mr. Kagame and the two aides listening to radio reports on the assassination. "We kept listening to the announcements and comments for about five minutes, until Paul Kagame reduced the volume of the transistor portable radio and told us that President Habyarimana’s aircraft had been shot down by our own troops,” the deposition says.
“He explained that he had kept it secret within a small group under his direct command to avoid any leakage." Mr. Kagame and the two aides described how the missiles were smuggled to Kigali under a load of firewood on a truck, Mr. Nyamwasa said. The attack was first planned when the presidential jet flew to Tanzania, but it was postponed because of heavy fog, he said. It was then authorized for the return flight, in secret walkie-talkie messages by the rebel commanders, including Mr. Kagame, he said.
After the assassination, the rebel Tutsi army under Mr. Kagame immediately launched an offensive against the government forces, eventually capturing the country and halting the genocide.
Mr. Nyamwasa, the Rwandan army chief from 1998 to 2002, is now a dissident living in South Africa and a strong critic of Mr. Kagame. He has twice been targeted in assassination attempts in recent years, and The Globe has reported evidence that the Rwandan government plotted to kill him.
An earlier French inquiry in 2006 named Mr. Nyamwasa as one of nine Kagame aides who were involved in organizing the missile attack on the presidential jet in 1994. He denies any involvement. The latest French inquiry would require Mr. Nyamwasa to travel to France to testify to the inquiry, but so far the South African government has refused to allow it. He may instead give his testimony through a video link.
The French inquiry has the power to indict suspects and issue arrest warrants. In its earlier phase in 2006, it issued arrest warrants for the nine suspects who were named in its report, although Mr. Kagame could not be indicted because of his immunity as a head of state.
Mr. Nyamwasa, living in a secret location in South Africa under tight security, did not respond to several messages from The Globe seeking comment on his deposition.
Meanwhile, The Globe has also obtained a confidential document from a separate investigation in 2003 that concluded that the presidential assassination was planned by Mr. Kagame, Mr. Nyamwasa and other senior rebel leaders.
The report, marked “top secret” and never published by the tribunal, was written by a special investigations team at the International Criminal Tribunal for Rwanda, a court established by the United Nations to judge the perpetrators of the genocide and other serious crimes.
The investigators said they had gathered evidence that Mr. Kagame supervised three meetings among six senior rebel commanders "to prepare the attack against the plane of President Habyarimana."
They said the conspirators included Mr. Kagame, Mr. Nyamwasa, and several other rebel commanders who were named in Mr. Nyamwasa's statement.
The criminal tribunal was officially closed last December.

The boss of government outsourcing group Serco quit to allow a new boss to be appointed from outside the troubled company.
Serco is scrambling to restore its reputation following a series of debacles ranging from failing to provide enough doctors in Cornwall to charging the government for electronic tags on dead prisoners. He said he would "step back" from his chief executive role, held for 11 years, to allow relations with the government to be rebuilt."
"Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa pre-processing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.
The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.
Only two Foreign Service officers, the director and deputy director, work at the center, along with just five Civil Service employees. They work with almost 500 contract employees doing preprocessing of visas, making the center one of the largest employers in the Portsmouth area.
The contractor, Serco, Inc., has worked with the NVC since its inception and with the Department for almost 18 years.
The NVC houses more than 2.6 million immigrant visa files, receives almost two million pieces of mail per year and received more than half a million petitions from the U.S. Citizenship and Immigration Service (USCIS) in 2011. Its file rooms' high-density shelves are stacked floor-to-ceiling with files, each a collection of someone's hopes and dreams and each requiring proper handling. ….
The NVC also preprocesses the chief of mission (COM) application required for the filing of a petition for a Special Immigrant Visa (SIV). Such visas, for foreign nationals who have performed services for the U.S. government in Iraq and Afghanistan, require COM concurrence before the applicant can file a petition with USCIS. The NVC collects the requisite documents from such applicants and, when complete, forwards the package to the U.S. embassies in Baghdad or Kabul for COM approval"

"UK Cabinet Office – Emergency Planning College – Serco …..Types of Exercise Workshop Exercises These are structured discussion events where participants can explore issues in a less pressurised environment. They are an ideal way of developing solutions, procedures and plans rather than the focus being on decision making. Table Top Exercises These involve a realistic scenario and will follow a time line, either in real-time or with time jumps to concentrate on the more important areas. The participants would be expected to be familiar with the plans and procedures that are being used although the exercise tempo and complexity can be adjusted to suit the current state of training and readiness. Simulation and media play can be used to support the exercise. Table-top exercises help develop teamwork and allow participants to gain a better understanding of their roles and that of other agencies and organisations. Command/Control Post Exercises These are designed primarily to exercise the senior leadership and support staff in collective planning and decision making within a strategic grouping. Ideally such exercises would be run from the real command and control locations and using their communications and information systems [Feeling lucky, Punk?]. This could include a mix of locations and varying levels of technical simulation support. The Gold Standard system is flexible to allow the tempo and intensity to be adjusted to ensure maximum training benefit, or to fully test and evaluate the most important aspects of a plan. Such exercises also test information flow, communications, equipment, procedures, decision making and coordination. Live Exercises These can range from testing individual components of a system or organisation through to a full-scale rehearsal. They are particularly useful where there are regulatory requirements or with high-risk situations. They are more complex and costly to organise and deliver but can be integrated with Command Post Exercises as part of a wider exercising package."
