Missing women cases dismissed by 'old guard:' officer

VANCOUVER — A Vancouver police officer who raised red flags about women disappearing from Vancouver's Downtown Eastside says her concerns were dismissed by the "old guard" within the department.

And Det. Const. Lori Shenher told the inquiry into the investigation of serial killer Robert Pickton that a group formed to look into the missing women was merely window dressing.

"There were a lot of things that were going on at that time under chief (Bruce) Chambers that were on paper and I felt this was very much a paper squad," she testified.

"It was a bit of a shell game. I don't think it was really going to turn into actual investigators actually doing this work."

Shenher, who was working the missing persons unit at the time, testified she communicated to her superiors that these women weren't seeing their families, weren't picking up their cheques and there was a problem.

"So that was hard because somehow that message just wasn't getting (through to the) old guard, if you want to call it that. That was definitely a problem," Shenher told the inquiry.

"It seemed as though the more experienced people there were around the table, the less appreciation there was that we were dealing with a serial killer."

The theory [she planted] was brushed off as if those raising the possibility had read too many detective novels or seen too many movies, she said.

Shenher said then-Det. Insp. Kim Rossmo was a good example of how senior officers dismissed an opinion if that person bypassed the chain of command.

Rossmo told the inquiry last week that his serial killer theory was dismissed by an "arrogant" and "egotistical" Vancouver Police Insp. Fred Biddlecombe.

Shenher said she involved Rossmo in some of the theories of the missing women case knowing that she would get a hard time from some of the other investigators.

"But I felt like those were the kinds of stones we need to not leave unturned, we need to try and use the resources that we have.

"I took that risk knowingly and thought that if anything good were to come from his information, then it was worth the risk."

One of Shenher's first jobs was working in the Downtown Eastside, trying to make contact with the prostitutes in the area while also conducting undercover operations to arrest men trying to buy sex.

Shenher got to know many of the women, and made a special connection with Sereena Abotsway and Angela Jardine, two of the women who would later appear on the missing women's list.

It was their disappearance that really cemented her suspicions, she said.

"These were people who were very much of a fabric of the Downtown Eastside. They drew all their support and sustenance from the community and I couldn't conceive of either one of them voluntarily leaving that community."

A tip in July 1998 led Shenher right to Pickton's door.

She began investigating the Port Coquitlam, B.C. pig farmer and found that a charge of attempted murder had been stayed against him.

A sex-trade worker told police she was picked up in the Downtown Eastside and offered $100 for sex back at Pickton's farm. The woman was attacked and stabbed, but made it out to the road where a couple passing in a vehicle helped her.

"Honestly, my thought was this is the kind of guy we were looking for," she said. "The idea that he had a large property and that he had what seemed quite clear to me was the ability to dispose of bodies."

Shenher said she was very mindful that they weren't finding any bodies up to that point, so they were looking for someone who could get rid of the evidence. Her tipster told her Pickton had a "grinder" to get rid of the bodies.

"I thought 'bingo,' this is the kind of guy we're looking for."

Shenher later interviewed the woman who was allegedly attacked by Pickton and was even more convinced that he should be moved to the top of the suspect list.

The woman -- whose name is protected by a publication ban -- told Shenher that Pickton clapped a handcuff on her wrist while they were in his trailer and she began fighting for her life. The woman slashed Pickton and then he stabbed her before she ran to the road for help.

"It was exactly the kind of scenario I had envisioned. It was frustrating as well."

The woman told Shenher she was told the charges were stayed because the woman was a drug addict.

But Shenher said she never came to know the true reasons for why the charges were stayed against Pickton in connection to that attack.

"I'm sure this commission will find that out."

She recalled discussing the case with the investigating RCMP officer and learned that the woman had almost died on the operating room table a few times during surgery.

"As morbid a thought as it is, had she died, we probably would have had a slam-dunk murder conviction without her testimony."”

Everyone who, being or having been employed in the service of Her Majesty in right of Canada or a province, or in the service of a municipality, and entrusted by virtue of that employment with the receipt, custody, management or control of anything, refuses or fails to deliver it to a person who is authorized to demand it and does demand it is guilty of an indictable offence and liable to imprisonment for a term not exceeding fourteen years.

“The Vigo Ordnance Plant, also known as the Vigo Chemical Plant or simply Vigo Plant, was a U.S. Army facility built in 1942 to produce conventional weapons. In 1944 it was converted to produced biological agents for the U.S. bio-weapons program. The plant never produced any bio-weapons before the end of World War II but did produce 8000 pounds of an anthrax simulant. The plant was transferred to Pfizer after the war, the company operated it until announcing its closure in 2008. … The U.S. Army Ordnance Corps constructed the Vigo Plant in 1942, prior to the official start of the U.S. biological weapons program. The Vigo Ordnance Plant began producing conventional explosives and munitions on February 18, 1942. The Army decommissioned the factory less than year later, and on June 30, 1943 the plant was transferred to the U.S. Army Corps of Engineers. Portions of the Vigo Plant were then leased to the Delco Radio Corporation for the manufacture of military electronics equipment. The plant served in this capacity until May 1944. On May 8, 1944 the Army Special Projects Division (SPD) directed the Vigo Plant to convert its facilities for full-scale biological agent production. The plant was converted for biological warfare (BW) use by the H.K. Ferguson Construction Company; they added fermenter tanks, slurry heaters, laboratories and the other necessities of a biological warfare facility. The plant was to be the first U.S. anthrax factory and would be utilized filling a British order for anthrax bombs. In March 1944 the British had placed an order for 500,000 of these bombs which Winston Churchill, remarked, should only be considered a "first installment".” … On December 15, 1947 the Pfizer company executed a 20 year lease agreement with the government to take over the Vigo site. The company would begin antibiotic manufacture at Vigo in 1948 but the military continued to liquidate the surrounding land into 1949. That year a 1,500-acre (6.1 km2) tract was acquired by the Bureau of Prisons to be used as agricultural land, other portions of the Vigo property were acquired by various private entities. After operating the Vigo plant since 1948 Pfizer announced in October 2007 that 600 of the plant's 750 employees would be placed on paid leave. The announcement followed disappointing sales for the plant's flagship product, an inhaled insulin known as Exubera. Beginning in 1999, Pfizer had invested $300 million in the plant and hired 400 additional employees, Pfizer's Vigo location was declared the sole producer of Exubera. In January 2008 those employees on paid leave were permanently eliminated. The supposed ‘consensus’ on man-made global warming is facing an inconvenient challenge after the release of new temperature data showing the planet has not warmed for the past 15 years.

The figures suggest that we could even be heading for a mini ice age to rival the 70-year temperature drop that saw frost fairs held on the Thames in the 17th Century.

Based on readings from more than 30,000 measuring stations, the data was issued last week without fanfare by the Met Office and the University of East Anglia Climatic Research Unit. It confirms that the rising trend in world temperatures ended in 1997.

The government seems hell-bent in its effort to limit the suspects in the anthrax mystery to a domestic loner. First, the FBI's behavioral analysis came up with the profile of a lone wolf based on its "exacting handwriting and linguistic analysis" of one letter that contained 18 words and another that contained 27 words. It suggested that the writer of these two letters was a single disgruntled American, not connected to the jihadist terrorists of Sept. 11 (even though the letter used the plural pronoun "we" and began with an underlined "9-11").

The problem is that this approach could not apply to the attacks for which no letter was found, such as the one in Florida. More important, the "lone wolf" theory failed to explain how a single person could acquire a virulent strain of Ames bacteria and weaponize it into an aerosol by milling the spore to one to five microns in diameter and producing billions of spores.

Initially, the FBI theorized that this strain was widely available, since it had been circulated to thousands of researchers, but this confused the nonvirulent Ames strain (which lacked an outer protective shells and toxic proteins) with the virulent one contained in the letters. As it turned out, only a small number of repositories -- fewer than 20 -- ever had access to the virulent strain. The search might have been narrowed down to a single repository if the FBI had not allowed an Agriculture Department facility at Iowa State to destroy through incineration the specimens that constituted the "family tree" of the Ames strain (which had originally been found in 1932 in Ames, Iowa).

Next, an analysis at Northern Arizona University in Flagstaff found that the DNA of the anthrax used in the attacks was indistinguishable from an Ames strain sample provided by the U.S. Army Medical Research Institute of Infectious Disease at Fort Detrick, Md. At this point, the White House spokesman Ari Fleischer commented that the "evidence is increasingly looking like" the anthrax-laced letters came from a domestic source.

This assumption is premature. The virulent strain of the Ames virus is also found abroad.

David Franz, who headed the biological-research program at Fort Detrick between 1987 and 1998, said that when the Army wanted to conduct defensive experiment on the Ames strain, it had to obtain the "information" from a British military lab that did experiments with Ames anthrax in the powdered form. Evidently, the virulent Ames strain had been sent from the U.S. to Britain, and, after the U.S. destroyed its stockpiles in the 1970s, samples had to be obtained from the British facility at Porton Downs, specifically from the Center for Applied Microbiology and Research (CAMR). Martin Hugh-Jones, a scientist at Lousiana State University who received a sample from CAMR in the 1990s, recalls that it was marked "October, 1932." So the matching sample traces not only to the U.S. but to Britain.

The security of the British anthrax bacteria is complicated by its privatization. In 1993, at the time it was supplying the virulent Ames strain sample, CAMR was partly privatized by the British government through a marketing agreement with Porton Products Ltd. in which Porton sold all its anthrax vaccine. Porton Products was owned by Speywood Holdings Ltd., which, in turn, was owned by I&F Holdings NV, a Netherlands Antilles corporate shell owned by Fuad El-Hibri, a Lebanese Arab with joint German-U.S. citizenship; his father, Ibrihim El-Hibri; and possibly other undisclosed investors.

Prior to his taking over this biotech company, Fuad El-Hibri had worked in the mergers-and-acquisitions department of Citibank in Jedda, Saudi Arabia, where he specialized in arranging investments for large Saudi investors. Saudi Arabia then was interested in obtaining an anthrax vaccine to counter Saddam Hussein's biological warfare capabilities. But the U.S. would not provide it.

So when Mr. El-Hibri took over the British biotech lab, he reorganized its bio-terrorism defense business, and arranged deliveries of biotech defense products to Saudi Arabia.

Mr. El-Hibri was unavailable for comment, but the ownership is a matter of record and he has not made a secret of his involvement in bio-warfare research. Indeed, he testified before Congress in 1999: "I participated in the marketing and distribution of substantial quantities of two bio-defense vaccines -- botulinum Type A and anthrax."

Even more intriguing, Mr. El-Hibri's interest in anthrax vaccines did not stop with his deal with CAMR. In 1998, he arranged a leveraged buyout of the Michigan Biological Products Institute. MBPI, which originally had been owned by the state of Michigan, held the exclusive contract for providing the U.S. government with anthrax vaccine. While its vaccine worked well against the Vollum strain of anthrax (used by Russia), it was more problematic against the Ames strain. So it had conducted tests with the virulent Ames strain on guinea pigs, mice and monkeys with mixed results. BioPort's spokeperson confirmed that it had access to the virulent Ames strain for testing on animals. To take over MBPI, Mr. El-Hibri became an American citizen, and gave retired Adm. William J. Crowe Jr., a former chairman of the Joint Chiefs of Staff, a large block of stock in Intervac, one of the corporations involved in the maneuver. The controlling shareholder was the same I&F Holdings used to take control of the British biotech lab, CAMR. He then renamed the company BioPort. BioPort, which controlled America's anthrax vaccine, was apparently of some interests to scientists in Afghanistan since an environmental assessment report of its planned laboratory renovations was turned up in the house of a Pakistani scientist in Kabul.

So far, the offshore availability of anthrax has been overshadowed by the search for a domestic lone wolf. Since the lethal bacteria could have been stolen from either a foreign or domestic lab, weaponized in a stealthed bio-warfare facility overseas and sent in ziplock bags to the person mailing the letters, The investigative focus needs to be widened.”

"On Sept. 11, 2001, Canadian intelligence officer Susan Beharriell was deep inside Cheyenne Mountain, the underground control centre for the North American Aerospace Defense Command (NORAD) in Colorado.

Every desk was occupied, a large practice exercise under way.

In the operations centre, which was tracking live events, CNN was on when the first airliner smashed into New York's World Trade Center.

Then the second plane hit.

The general in charge ordered everyone to drop the practice exercise – they were now defending North America for real.

"My training kicked in," says Beharriell, then deputy commander of the combined intelligence centre NORAD/U.S. Space Command. Her team began their analysis.

Her long career – with NATO in Germany during the first Gulf War, on Parliament Hill – was put to good use.

"I was able to facilitate exchange of important information [with the Speckled Trout] almost instantly and that really helped," says Lt.-Col. Beharriell, who received the U.S. Meritorious Service Medal for her work during those dark days after 9/11.

It's a career she had to fight for, every step of the way. In 1974, she applied to the Canadian Forces Security Branch. Turned down: Men only. But she persisted.

In 1978, she registered for a photo interpretation course, and the chief instructor resigned rather than have a woman in his class. No teacher or student would talk to her.

"As I look back, I wonder how I had the fortitude. But I had no choice. I was bloody well going to learn as much as I could to succeed." She finished first in the class.

The worst time? Cold Lake, Alta., 1982. Ottawa appointed her as the intelligence officer, the first woman on the base's operations staff. Her new boss replied: No way. Messages flew back and forth, until Ottawa ordered him to take her.

"This really makes one feel," she pauses, "wanted."

She won them over, slowly.

"At my first briefing – imagine 100 of those God's-gift-to-women macho fighter pilots in a room. They'd never seen a woman in a flight suit before."

By tradition, the briefing officer tells the pilots a dirty joke.

"I'm at the podium: `Gentlemen, what did the elephant say to the naked fighter pilot?'

"`Cute. But does it pick up peanuts?'"

"It brought the house down with laughter. They were so surprised. I'd gone toward them and they came back toward me."
But not completely.

She asked for the training to fly in high-performance fighter jets, necessary to understand what the crew experiences. "They said, `No, your female parts would be damaged.'"

She persisted, got the training and first-hand thrill of breaking the sound barrier flying at only 100 feet.

Beharriell, 54, who retires this month, sees herself as part of an evolving line, starting with female army nurses in the North-West Rebellion of 1885, and including all the women who tackled defence jobs during World War II so men could fight.

"They proved that women could do all kinds of things – be signallers, drivers, parachute packers – that society never thought they were capable of [including betraying their country]."

David “Russell” Williams is 47 years old (D.O.B.: March 7, 1963). From 1995-July 2009, he lived with his wife, Mary Elizabeth Harriman, at Wilkie Dr., in Ottawa. In 2004, they purchased a cottage residence at Cosy Cove Lane, Tweed. In December, 2009, Mr. Williams and Ms. Harriman moved from Wilkie Dr. to Edison Ave., Ottawa. 2. At the time of these offences, Mr. Williams was a member of the Canadian Forces. At the time of the first offence he held the rank of Lieutenant Colonel, and in July, 2009 he was appointed Colonel as the Base Commander of 8 Wing at Canadian Forces Base (C.F.B.) Trenton. 3. Following his appointment as base commander, in command of a base of 3000 employees, Mr. Williams lived at his Tweed residence during the week and commuted to C.F.B. Trenton. He generally went to his home in Ottawa on weekends. … 5. As a result of subsequent interviews he was also implicated in 82 break and enter charges where, between 2007 and 2009, he attempted to enter or successfully entered residences with intent to commit an indictable offence, or where he committed an indictable offence. The break and enter charges, combined, cover 48 total residences, 23 located in the Tweed/Belleville area and 25 located in the Orleans area of Ottawa. Mr. Williams either broke into or attempted to break into all of these residences, many on more than one occasion. Only seventeen of the 48 homeowners reported to police that their homes had been broken into. Sixty-one of Mr. Williams’ 82 offences, therefore, went undetected or unreported until after Mr. Williams’ arrest. The Belleville and Ottawa Police Services (B.P.S. and O.P.S.) thoroughly investigated the 17 residences that were victims of Mr. Williams’ occurrences but, up until February 7th, 2010, did not have a suspect for any of them. .. Count 12: May 21, 2008 – Break and enter with intent to commit theft – XX Cosy Cove Lane, Tweed 28. The occupants of the cottage at XX Cosy Cove Lane, Tweed, have owned it since 2003. When interviewed by police in April 2010, they were not aware of anyone having been in their cottage without their permission, nor of anything having gone missing. 29. Mr. Williams admitted to Det. Sgt. Smyth that he broke into XX Cosy Cove Lane on May 21st, 2008, by picking a lock on the front door. This took him 30 minutes. Once inside, he took 2 photos inside the home, but did not take anything.”

I was there early because I had had a meeting with the president the afternoon of the Monday before (Sept. 10). And so I was in my office early, 7:30 in the morning, and I had some meetings and an appointment and I remember somebody knocked -- it was [Chief of Staff Sam Lancaster] -- came to my office and knocked on the door and said, "Mr. Speaker, something happened in New York. Nobody really saw what happened, but either a small plane or helicopter hit one of the World Trade towers, and there's a fire." And, so, I said, "Well, I'll be upstairs in a second." I walked upstairs, and I walked in [just in time] to see the second plane fly into the World Trade tower. And I knew that certainly was not an accident, that somebody had planned this -- you couldn't have two of these things happen at the same time.….

It was an interesting day for us because we were scheduled to have John Howard -- the prime minister of Australia was supposed to deliver a speech to a joint session of Congress. Well, in the joint session of Congress, you have the House and the Senate, you have the Supreme Court, the president's cabinet, chiefs of staff, the diplomatic corps -- the whole government in one room basically -- the vice president. The president was gone. And so I'm thinking, "This is probably not a very good idea." We didn't know what the extent of this was, but maybe we shouldn't be doing this. I tried to get ahold of the vice president. He would be the person presiding over this joint session, and, of course, at that time, he was down in the Situation Room in the White House with Secretary [Norman] Mineta, the secretary of transportation, trying to get all aircraft down on the ground. Of course, we were getting planes . . . from all over coming across the Atlantic and of course planes coming across the Pacific and all the planes that were in the air in the United States -- just trying to get them down so we knew what was happening, and we could get down or at least isolate the planes that were maverick planes out there. And, so, he was going through this exercise. I tried to get through. I had a secure phone, and I couldn't get through to him.

My desk faced out, and the window, it looked right down the Mall. My office was in the front of the Capitol, right where the portico is, the porch in the front of the Capitol. And I'm trying to get this phone to work, and I'm frustrated because I can't get the secure phone, can't get Cheney on the other end. And I see my other phone is blinking. I saw it, and I said, "Well, that's Cheney trying to get ahold of me." So I picked it up, and there was this guy on the other end of the line who says, "What are you guys doing up there on Capitol Hill? The taxes are too high . . ." "Whoa, whoa, whoa. Wait a minute," I said. "Who's this?" He said, "Never mind who this is. Who in the heck is this?" I said, "I think you have the wrong number." I hung up. As I hung up the phone, I looked up, and there was this blue-black smoke just rolling across the Mall down about where the Washington Monument is. I called Sam, and I said, "Sam, that smoke's not supposed to be there. Find out what happened." And a minute later he says another plane had gone into the Pentagon.

I'm going to make a unilateral decision here. I'm going to close down. We have 5,000 people that work in the Capitol. We've got pages and interns. We have visitors. We're going to have this joint session of Congress where we'll have everybody in one room. I just don't think we ought to do it. Of course the Senate wasn't around yet so I just made a unilateral decision to close down and called over to the House floor because we were in early because we had business we had to take care of before we closed down because the joint session of Congress was going to be at 11 o'clock, so we had to close down at 10.

I called over [to the House floor], and I said, "We're going to have to bring the gavel down, and I want the chaplain to come in and say a prayer before we do this," not thinking time-wise or anything else. Well, I walk over to the House floor from my office, and just as I get in the door, I had two of my security guys grabbing me and said, "We're leaving." And I said, "What's going on?" And they said, "Well, we think there's a fourth plane." And the next thing I know I'm going down the elevator over to the tunnels over to the Rayburn building. I'm in the back of a black Chevy Suburban hurtling through the back streets of Washington, and they said, "There was a fourth plane coming down the Mall." We found out there was a fourth plane, but it was a CIA plane that was patrolling the Mall.

So, we're hurtling through the back streets and finally end up at Andrews Air Force Base, and I was able to get ahold of the vice president. Of course, the president was in Florida and then on Air Force One. The vice president said they got almost all of the planes down. There's a plane with its transponder not working -- a KAL flight that was coming across Canada from Korea that was supposed to land, and they couldn't make contact with it. And there were three planes coming across the Atlantic that they couldn't make contact with, but everything else was identified and down on the ground by that time. And, of course, they had the power to shoot down any airplane. They didn't want to do it, but they were trying to get these other planes down. And he said, "Well, you're going to an undisclosed location." So, the next thing I knew, I was in a helicopter, and we were flying to this "undisclosed location." I'm looking down, and flying across Washington, there's nothing moving. We go across the river and Reagan International Airport, and there's no planes on the tarmac. I look down. I look out the other side of the helicopter, and this blue-black belching smoke is coming out of the Pentagon, just covering the whole northern suburbs of Northern Virginia. Of course, it was a beautiful, crisp September morning. I remember that blue-black haze that was covering that whole suburban area.

We had the whole day out in this undisclosed location, and the members of the leadership ended up there -- [Senate Majority Leader Tom Daschle] was there, [Senate Minority Leader Trent Lott] was there, [House Majority Leader Dick Armey] and [House Majority Whip Tom DeLay] were there. And we decided we were going to come back that next day. There was going to be a lot of work that we were going to have to do and get going again. . . . We didn't know what kind of issues we had to face. But we knew that we were going to have to get going. And so we found out that the president was going back to Washington at 6 p.m. And so we scheduled to come in at 6:30. So we had a couple helicopters that flew into . . . the north lawn of the Capitol at 6:30, and we were going to have a press conference, and it was set up for us to walk over to the east front Capitol steps. And as we did that, I remember [then-Rep.] Rob Portman coming over to me and he said, "You know, you need to make sure that what you say gives people some confidence that we're going to be back and get to work." And I said, "I've figured that out." So I gave my 20-second spiel. Daschle went first, I went second. I basically said, "We're going to be back to work tomorrow. We'll stand shoulder to shoulder and work to make sure this doesn't happen again." And as I turned around and walked back to the steps, there were about 150-200 members of Congress -- senators and House members and Democrats and Republicans just mixed. . . . That was kind of our backdrop. As we're walking back after we're done with our press conference, somebody broke out into "God Bless America." And it was just kind of a cappella. I remember when it happened, chills ran down my spine, and I said, "We'll be OK. This country will come together. We'll get through this."

With the help of Entrust's enhanced Internet security, the State of Illinois is dramatically improving how it interacts with constituents by enabling the general public, businesses and not-for-profit organizations to conduct secure online transactions.

The Need

Prior to the Digital Signature/Public-Key Infrastructure Project, the state was not taking full advantage of the Internet's inherent efficiencies to improve service levels and reduce the cost of government. In fact, Illinois ranked 49th among states in using information technology to deliver services to its citizens. The Challenges

In Illinois, more than 100 state agencies, boards and commissions interact to provide thousands of services to 12.4 million Illinoisans. To deliver online government services, the state needed an Internet security solution that cut across the multiple agencies and provided the enhanced security and privacy required to protect its constituents.

Illinois also required the legislation and policies necessary to make e-Government a reality. In 1998, the Illinois legislature passed the Electronic Commerce Security Act allowing electronic records and signatures to be used in government transactions. The state's chief technology officer was commissioned by the Governor to develop initiatives to "improve customer service, maximize taxpayer resources, and make the state more performance-driven, efficient, and accountable." It was then that Illinois began its strategic alliance with Entrust.

The Solution

Illinois created the Digital Signature/Public Key Infrastructure Project to enable state agencies and their "customers" to conduct online transactions with security, confidence and ease. Entrust's enhanced Internet security allows the state's systems to authenticate users, provide privacy and integrity of data, and create evidence to help in binding parties to a transaction through an auditable record.

Once registered with the system, each user is issued a digital certificate that provides access to a variety of online government services. The single digital certificate can be used with various state agencies, eliminating the need for multiple pin numbers, passwords, or encryption keys.”

Rep. Darrell Issa, California Republican and committee chairman, said the prosecutor, Patrick J. Cunningham, had been subpoenaed by the committee to testify on Tuesday but his attorney notified the panel that Mr. Cunningham intended to exercise his right not to incriminate himself at his scheduled deposition. “The assertion of the Fifth Amendment by a senior Justice official is a significant indictment of the department’s integrity in Operation Fast and Furious,” Mr. Issa said. “The former head of the [Bureau of Alcohol, Tobacco, Firearms and Explosives] has previously told the committee that the Justice Department is managing its response to Operation Fast and Furious in a manner designed to protect its political appointees. “This is the first time anyone has asserted their Fifth Amendment right in this investigation and heightens concerns that the Justice Department’s motivation for refusing to hand over subpoenaed materials is a desire to shield responsible officials from criminal charges and other embarrassment,” he said. Mr. Issa described Mr. Cunningham’s response to the subpoena as “extremely rare,” adding that “even more alarming” was how broad Mr. Cunningham had intended to rely on the Fifth Amendment. He said the prosecutor’s lawyer, Tobin J. Romero, informed the committee that the only information Mr. Cunningham would provide was his name and title at the Justice Department. “Coming a year after revelations about reckless conduct in Operation Fast and Furious were first brought to light, the assertion of the Fifth Amendment also raises questions about whether President Obama and Attorney General [Eric H.] Holder have made a serious and adequate response to allegations raised by whistleblowers,” Mr. Issa said. “Did Attorney General Holder really not know a senior Justice Department official fears criminal prosecution or is this just another example of him hiding important facts?” he said. “The committee will continue to demand answers.” In a letter to the committee, Mr. Romero wrote: “As a professional courtesy, and to avoid needless preparation by the committee and its staff for a deposition next week, I am writing to advise you that my client is going to assert his constitutional privilege not to be compelled to be a witness against himself. He had refused on several occasions to testify voluntarily before the committee about his role in the Fast and Furious operation. Chuck Grassley of Iowa, ranking Republican on the Senate Judiciary Committee, have been investigating the Fast and Furious operation for several months. They discovered that more than 2,000 weapons illegally purchased by “straw buyers” at Arizona gun shops, including hundreds of AK-47 semi-automatic assault rifles, were allowed by the ATF to be “walked” to drug smugglers in Mexico. More than 1,400 of the weapons are still unaccounted for. Two AK-47s purchased at a gun shop in Glendale, Ariz., were discovered at the site of the shooting death of U.S. Border Patrol Agent Brian A. Terry, who was killed during a Dec. 14, 2010, gunfight with Mexican bandits just north of the border near Nogales, Ariz.”

Recently, technicians from OSL, and MLM Marine, of St. Catherines, Ontario, Canada, discovered the cause of an intermittent and unusual failure of the DGPS receiver. HISTORY The "M.V. Manatoulin" is a 25,000 ton (approx) self-unloading bulk carrier, owned and operated by Canada Steamship Lines (CSL), of Montreal, Canada [ergo, controlled by Lena Trudeau’s clients (?) in the Canadian Privy Council]. This ship has operated on the Great Lakes for many years, carrying coal, iron ore, soybean, and other bulk cargoes. In the summer of 1994, OSL installed ECDIS on the CSL fleet, including the "Manatoulin." This ECDIS included the DGPS receivers, and was also interfaced to the LORAN-C, RADAR, ARPA, and other electronic devices on the bridge. Since that time, there have been a number of minor software and hardware upgrandes, and addtional sensors, such as wind and depth have been installed and connected to the ECPINS system. The GPS receiver was a Leica MX9212, and the diferential beacon receiver was a Leica MX-50R. Over the years, the captain and crew of the "Manatoulin" have come to look favourably upon the ECDIS, and use it extensively for route planning and safe navigation. The captain believes that the system has not only made navigation safer, but more efficient, by following the best track in a given situation, and by allowing the ship to travel at the optimum safe speed. Training, and partiuclary regulary use of the system has allowed the captain and crew to become proficient in the use of the system. Unfortunately, in the early summer of 1996, repeated, apparently random failures of the DGPS receiver caused the captain and crew to lose faith in both the reliability and accuracy of the ECDIS. OBSERVATIONS Upon examining the ship's log books, we determined that the TV antenna had been installed in the late spring of 1996, shortly before the problems with the GPS receiver had begun. It appears that this antenna was purchased at a consumer electronics store, and installed by the ship's crew. As we were unable to locate the documentation for the antenna, our information about it is sparse. We believe it has an RF amplifier built into the antenna, and is also directional, with a control located near the television that allowed the antenna to be pointed in different directions. (The actual antenna was enclosed in a round plastic cylinder.) The only identifying marks we could find on the control indicated that it was distributed by TDP Electronics, of NC. We suspect it was originally designed for Recreational Vehicles. We do not have the antenna in our possession, nor do we have the test equipment to determine what exactly was happening. Based on what we have observed, however, we surmise the following: The antenna had an inexpensive, noisy, RF amplifier built in, that was easily overloaded, thus causing the interference with the GPS signals. The directional nature of the antenna exacerbated the RF noise problem when pointed towards a strong television signal, and reduced the problem when pointed away from a strong signal. This is probably why the interference only occurred when the ship was heading in certain directions. When the antenna was far from TV transmitters, it posed no problems. However, when it was near large cities (Montreal, Toronto, Hamilton) where there were powerful TV transmitters, it was subject to overloading. This is probably why the interference only occurred in certain geographic areas. When overloaded, the antenna appeared to generate enough RFI to "jam" the GPS satellite signals at distances of up to 600 feet or more. It should be noted that at no time during this trip was there any interference to the low frequency (»300 kHz) differential receivers.”

As a result, Verisign essentially lifted the roadblock that previously discouraged investment in the .TV extension by major domainers, investors, and developers. Content Stations Websites with the .tv domain often feature video content for specific brands or firms. Publications like Nylon and Pitchfork Media run sub-stations of their online publications strictly for original video content. Marketing firms like Vice in New York have received contracts to create brand-tailored .tv content stations, such as Motherboard.tv for Dell and the Creator's Project for Intel have given this domain type more visibility, and inspired the creation of independent content stations at the college level across the United States such as Massive.tv at Northwestern University [alleged base commanded by Obama’s terrorist mentor, Bernardine Dohrn, for .tv man-in-the-middle attacks of 9/11] , Maingreen.tv at Brown University, and Kuumba.tv at Washington University. co.tv "co.tv" is not an official hierarchy; it is a domain (co.tv) owned by a company who offers free subdomain redirection services, like co.nr. This company offers free co.tv subdomains. Due to the large use by website spammers of subdomains from co.tv in July 2011 Google removed .co.tv websites from its search results. This had no impact on other .tv websites. CO.TV is a free domain provider that is obviously being abused by the people behind this campaign. All of the rogue domains used are hosted on the same IP address. Such unconventional usage of TLDs in domain names are sometimes known as domain hacks. The company closed on the 31 October 2011. All existing domains were cancelled”

In this occasional feature, the National Post tells you everything you need to know about a complicated issue. Today, Kathryn Blaze Carlson looks at the case of the Canadian navy intelligence officer accused this week of spying, reportedly for the Russians, since July 2007.

Q. What role did Sub-Lieutenant Jeffrey Paul Delisle play in Canada’s navy, and where did he work?

A. SLt. Delisle, whose bail hearing was put over on Tuesday until next week, is a junior intelligence officer at the Royal Canadian Navy’s Trinity centre in Halifax. Trinity is essentially a naval communications and intelligence centre where information from civilian and military sources is collected, analyzed and shared with allies such as the U.S. According to a July, 2009, statement from the navy, Canada and the U.S. agreed Canadian Forces and Coast Guard personnel would make “regular liaison visits” between the Trinity centre and the U.S.’s Maritime Intelligence Fusion Center Atlantic in Virginia Beach, Va. The statement said this would “promote the exchange of professional knowledge in operational matters.”

Q. What kind of information would SLt. Delisle have had access to?

A. As a navy intelligence officer, he would have received a Top Secret clearance, said Christian Leuprecht, associate professor of political science at the Royal Military College of Canada. He likely also received a NATO clearance called Cosmic Top Secret as well as what national security expert Wesley Wark called “Top Secret — Codeword,” which he said would have given the 40-year-old officer access to specific surveillance operations on a case-by-case basis. “He was at the heart of intelligence hubs and flows,” said Prof. Wark, who teaches at the University of Toronto. Prof. Leuprecht said he would specifically have had access to tactical intelligence — the position, activity and patterns of military and civilian vessels, for example — as well as strategic intelligence, including how Canada coordinates with the U.S. or how the military detects and reacts to threats.

Q. What kind of screening would SLt. Delisle have undergone to receive Top Secret clearance?

A. The first step toward Top Secret clearance is a reliability screening, which for sailors is done through the Canadian Forces Recruiting Group. This means confirmation of a person’s identity, as well as an assessment of that person’s “stability, trustworthiness, discretion, family pressures and habits,” according to a 2006 DND security audit. The next step is security clearance, which for a Canadian Forces officer falls under what is called the Deputy Provost Marshall Security office. Because SLt. Delisle would have had access to top secret material including signals intelligence, he would have been interviewed by CSIS, which would have also likely interviewed friends, and neighbours, employers to ensure his loyalty to Canada.

Q. If he was, indeed, passing information to the Russians, what might they have been after?

A. “There’s a whole range of possibilities,” Prof. Wark said. “There are things at the nightmare end of the spectrum — very sensitive information such as how coded communications work among allied navys. These are systems that are very complex to erect, and you rely on them to preserve the security of your military communications. This is the kind of signals intelligence that armed forces just dread losing.” John Thompson, a security expert and president of the Mackenzie Institute who once served in the military, said Russia has long been interested in Canada’s underwater surveillance technology, too. During the Cold War, he said Russia “would have given its eyeteeth” to know how Canada and its allies monitor their waters, and that the country would likely still like to know “if there are any dead-zones where they won’t be detected.”

Q. How active is Russia in its foreign espionage these days anyhow?

A. The FBI arrested 11 people in 2010 on suspicion they were part of a Russian espionage ring, living under deep cover and false names so they could penetrate American society and build relationships with academics, policy-makers, and entrepreneurs regarding finance and defence. Here in Canada in 2006, CSIS had “reasonable grounds to believe” that a foreign national living under the name Paul William Hampel was a member of the Sluzhba Vneshney Razvedki [SVR] — Russia’s main foreign intelligence agency and a successor to the now-defunct KGB. Court documents refer to a November, 2002, edition of Jane’s Intelligence Digest, which reported that the “Russian Federation was engaged in a massive stepping-up of espionage activities in Europe and North America” and that the agency was especially ramping up efforts in cities with “sizeable Russian emigre communities, such as Toronto.” The statement of information said so-called illegals use “legends created from false identities” based on identities of deceased people and communicate by “covert means to their control officers in Moscow.”

Q. How might this impact Canada’s relationship with its allies?

A. National Defence Minister Peter MacKay said this case will not damage Canada’s reputation abroad, telling reporters in Ottawa on Tuesday: “Let me assure you, our allies have full confidence in Canada.” Prof. Wark said our allies will be “careful about throwing stones,” given any one of them could become vulnerable to espionage at any given time. That said, he explained there could be “a lot of pain” associated with this alleged breach. “It depends on what, exactly, was lost through SLt. Delisle’s [alleged] betrayal,” he said. “But I don’t think it’ll have lasting consequences unless he betrayed the Holy of Holies of naval intelligence.”

The navy intelligence officer is charged with communicating information that may “increase the capacity of a foreign entity or a terrorist group to harm Canadian interests.” Before Monday, no one had ever been charged under the Security of Information Act, part of a sweeping package of anti-terrorism laws introduced in the wake of of the Sept. 11, 2001 terror attacks in the U.S. “It’s completely unprecedented, post-9/11,” said Wesley Wark, a national security expert from the University of Toronto. The secrets law updated the Official Secrets Act, a law that was rushed into force on the eve of the Second World War. The updated law also broadened the definition of secret information from “classified information” to cover anything the government wished to protect from any foreign organization, government or group. If the government pursues the case, it faces the possibility of exposing publicly the very secrets it wanted to protect. Wark said he believes it is “extremely unlikely” a judge will allow the entire proceedings to take place in secret. “You have to talk about secrets in court. That can be very embarrassing,”he said. “That for me, at least, puts an interesting light on this case.” According to court documents, between July 6, 2007 and Friday, Jan. 13, 2012, Delisle is alleged to have communicated “to a foreign entity information that the Government of Canada is taking measures to safeguard.” An RCMP constable from Montreal swore in a court document that the communications allegedly took place near Ottawa, Halifax, Bedford, N.S., and Kingston, Ont. None of the allegations have been tested in court. What type of information was allegedly passed along — and the name of the nation which is alleged to have received it — have not been revealed. The RCMP, which headed the investigation, as well as federal prosecutors remained mum Monday on the basis for the allegations. “Notwithstanding the seriousness of these charges, the RCMP is not aware of any threat to public safety at this time from this situation,” RCMP Commissioner Bob Paulson said in a statement Monday. “This investigation demonstrates that Canada is not immune to threats posed by foreign entities wishing to undermine Canadian sovereignty,” he said. “We must be ever vigilant to the real threat of foreign espionage, and continue investing time and resources into the prevention, detection, investigation and prosecution of such acts.” Delisle’s neighbours said Monday they were stunned to see police vehicles on Friday outside his white, two-storey home with a porch and small yard. Fighter jet joins Van Zandt Veteran Memorial

CANTON (KYTX) - After years of planning and restoration, a Vietnam era fighter jet has finally arrived at it's new home - the intersection of highway 243 and highway 19 in Canton.

People of Van Zandt county say the jet means the world to the community, especially to it's veterans.

Carter Clark designed the Van Zandt County Veteran's Memorial, which now includes a fully restored FD Phantom fighter jet.

He says, "Almost tears, from it being finished. It's taken so long! I was not able to serve in the military service and I decided this is something I could give back to our veterans."

He says it's the veteran's who seemed the most proud to have the plane on their home soil.

"You talk to certain ones," Carter says, "and tears come in their eyes."

Veteran Ronald "Red" Montgomery helped plan the jet's homecoming. Now that it's finally home he says, "It's unbelievable. So many things have happened, it's just unbelievable."

Clark and many other dedicated community members worked together to restore the jet.

Field McConnell flew the fighter jet for 13 years. He says restoring and getting the plane to Van Zandt was the work of many dedicated community members.

He says, "There's a whole lot of people all around us that not only support this Veteran's Memorial, but also the United States of America and it's just a real pleasure, it's my privilege to be here today."

He describes the special plane that will always be a part of him.

"This airplane was at the North Dakota International Guard in Fargo, North Dakota from 1977 to 1990 which was in our unit."

The plane was built in 1964, delivered to the Air Force in 1966, and flew actively from 1966 to 1991.

McConnell says, "This particular airplane always got me home and I'm glad to participate in this aircraft finally finding its final home."

The Van Zandt County Veterans Memorial Foundation is a grass roots organization of county citizens representing the communities of Ben Wheeler, Canton, Colfax, Edgewood, Edom, Fruitvale, Grand Saline, Martins Mill, Myrtle Springs, Van, Wills Point and surrounding areas. Canton was chosen as the site of the Van Zandt County Veterans Memorial Plaza. As the county seat of Van Zandt County, and centrally located, Canton provides a prominent location for a Memorial Plaza for the citizens of Van Zandt County to honor our cherished military sons and daughters.

Plans to build a memorial formed in early 2005 when Ronald "Red" Montgomery, a retired Army National Guard member, approached Van Zandt County Judge Rhita Koches with the idea for a memorial. For months, Montgomery and Koches, along with Jim Stephens, shared the idea with veterans groups and anyone who would listen in hopes of finding a section of land to build the memorial.

Eventually, they approached the Texas Department of Transportation (TxDOT), which agreed to loan 1.5 acres of land at the intersection of State Highways 19 and 243 in Canton. TxDOT, in addition to loaning the property, is making the Memorial a beautification project, and has pledged to pay for half the cost of construction. The original projected construction cost in 2006 was $300,000.00. The rise in cost of fuel and material supplies will likely push construction costs much higher.

The Memorial Foundation is committed to constructing and maintaining a Memorial honoring our Van Zandt County military. Groundbreaking for the Memorial took place in January 2009, and construction began in April 2009.

Yet for the Memorial to achieve these goals on schedule, generous donations from individuals and organizations are needed. Fundraising is an ongoing effort. From constructing the Memorial, to maintaining a perpetual care fund, the Foundation will ensure that the Van Zandt County Veterans Memorial will last for many generations to come.

Founded in 2005, VZCM, Inc. (DBA Van Zandt County Veterans Memorial) is a tax-exempt 501(c)(3) nonprofit organization. EIN 20-8963395, approved February 18, 2009.

DESIGN:

The Van Zandt County Veterans Memorial Plaza is the inspired design of local engineer Carter W. Clark, Jr. Using nature as the inspiration for the Memorial, his design invokes the respect, honor and reverence given to our Van Zandt County sons and daughters who died in the service to their country.

At the center of the Memorial Plaza will be a larger-than-life bronze statue of a kneeling soldier guarding a line of granite markers engraved with the names of fallen and missing servicemen and women from Van Zandt County. A granite archway with etchings of the five military seals will cover the path entering the center of the Plaza.

A large gazebo near the archway will give respite from the weather, as well as serve as a pavillion for outdoor public events. On the edge of the Plaza will be decommissioned military armament, including a jet airplane, helicopter, armored tank, ship's screw (propeller), and a ship's anchor, each representing the five branches of the military. The Memorial Plaza design includes flowing lines, curves and winding sidewalks with heavy landscaping, including shrubs and trees with the American flag flying high above.

Carter Clark has created a solice for family members, loved ones, comrades and visitors to remember our departed military citizens. His elegant design will be a lasting tribute to our Armed Forces for future generations to appreciate and admire.
